  • VQTS – Vocational Qualifications Transfer System » Mag. Sabine Tritscher-Archan

     

    There are certain prerequisites for creating a so-called European Labour Area: these are the transparency of certificates of (vocational) training, transferability of competences, as well as acknowledging and crediting qualifications.

     

    This topic is at the centre of attention in the Leonardo da Vinci project called Vocational Qualifications Transfer System (A/03/B/F/PP-158.034), on which a total of 37 institutions in eight EU member states have been working since October 2003. It is the aim of this project to develop a systematic procedure of international acknowledgment of school and job qualifications in the course of job training, so as to increase job mobility.

  • Modularisation of apprenticeship training » Mag. Sabine Tritscher-Archan

    On 13 January 2006, an amendment to the job training law was made. At the centre of this amendment stands the introduction of modular apprenticeship professions. Each modular apprenticeship job consists of three modules (basic, main and specialised module), within which the knowledge and skills that have to be transferred are clustered according to their complexity.

  • On the diversity of vocational education and training in Europe and “translation aids” to promote mobility in training and the labour market » Dr. Arthur Schneeberger

    The European Union promotes and requests transparent and transferable vocational education and training and higher education everywhere in Europe, so as to realise core targets of its labour market policy.

     

    The present contribution will first work out differences in educational traditions and formal qualificational structures of various European countries in order to envision the degree of “demand for translation”, which is in the interest of European mobility, both in training and in one’s profession.

     

    Another topic will be the fact that the qualifications of the countries which offer labour market relevant job training already on upper secondary level are underestimated in comparison with those that start job specific training only after upper secondary level.

     

    After that, already existing concepts to promote mobility in education and one’s profession, and also to make the latter easier, will be reflected.

In the pan-European ENSR Enterprise Survey of 2002, two out of three companies name operational development of competence as a strategic factor for success; moreover, they see a clear link between operational development of competence and a company’s success.

  • Felix Rauner (Ed.): Handbook of Educational Research » Gastautor

    The new guide was published by the well-known university professor Felix Rauner from Bremen, Germany, who is also known in Austria among those who deal with educational science and education policy. It documents the high standard of knowledge about further training, career policy and staff development that could be reached in Germany. This was not only due to the development of job pedagogy at universities (training of vocational school teachers), but also a result of internationally distinguished career training research institutions that are largely financed structurally (such as the BIBB in Bonn). Thus the selection of the 86 authors that contributed to this handbook is very manifold; all in all, there are 98 contributions.

  • Micro credits in Europe: deficiencies in financing for economic players without access to classical bank loans » Ehemalige Mitarbeiterin

    The EU defines micro credits as being loans up to 25.000 Euros. The target group of these are economic actors that have not got access to financial services of classical financing institutions, either because they cannot come up with their own positive credit history, or because they cannot provide the securities that are usually necessary to be granted classical credits.

    The range of loan financing models for new and small businesses in Europe varies significantly, yet it is more or less widespread, depending on the member country. While in Eastern Europe, micro credits used to be seen as instruments for the poor, and the offer thus became more and more structured, there are only few micro credit offers in Western Europe today, despite great interest. The member list of the European Mircofinance Network, where both research institutions and banks are signed in, does not yet show a single entry for Austria. It is true that in Austria, there still does not exist a financing instrument that corresponds to the European criteria of micro loans per definition.

    The following article discusses the need for micro finance offers in Europe; moreover, steps of development, success factors and best practice examples are presented.

    In 2005, the number of apprenticeship posts went up by more than 2.6%. The apprenticeship initiative “start up” surely contributed to this increase. The central idea of this initiative is a standardised, voluntary check for school leavers who want to start an apprenticeship in trade or craftsmanship. It enables student to check if their skills match the requirements of their future profession.
